Nokia announced the cheapest Windows phone so far at Mobile World Congress today. The Lumia low-end model: the Lumia 610 will retails at 189 euros. (around KES.21,000).
Nokia Lumia 610 provides easy access to social networks, web browsing, music, games, navigation and tens of thousands of apps in the Windows Phone Marketplace. It comes in four colors (blue, silver, magenta and black) and is expected to begin shipping in the second quarter of 2012.
The device has Internal memory of 8 GB and RAM of 256 MB. It comes with Nokia Maps, Nokia Drive, Nokia Transport ,Nokia Music and many more.

I would like to provide some context to the operating system the Lumia 610 will be running, Windows Phone Tango.
Although the specs on Tango devices have been reduced when compared to Mango devices (256MB vs 512 RAM, sub Ghz SOC), the user experience between the two will be neglible. This is because WP7 was designed from the ground up to be an efficient and fluid system using minimal resources. The proof of this the #SmokedByWindowsPhone challenge that shows single core WP7 devices besting dual core beasts like the 4S and SGSII when performing common day tasks. In addition, Tango devices will be able to run 95% of the 70k apps in the Windows marketplace.
This is something you cannot say for the lower end Android devices (the emerging market Smartphone leader at the moment). Can Ideos run Gingerbread smoothly (let alone ICS)? I think not.
Another added benefit is upcoming release of Windows 8 allowing the user to full integration into the Windows Ecosystem.
